The Universe Edition Terrain sheet is filled entirely with Terrain cards, with rarity based on how many times each card was duplicated on the sheet. There are 5 Very Common cards which appear four times each, 14 Commons appearing three each, 11 Uncommons appearing twice each, and 16 Rares appearing once each.
This sheet was used primarily to fill Starters with usable Terrain in order to make them reasonably playable in sealed deck tournaments. Each Starter contains 24 random cards from this sheet; this sheet was printed in approximately 2.4x the quantity of the Group 3 and Group 4 Starter sheets, thus the rarity level of cards from this sheet is reduced one level as compared to cards on those sheets for a given quantity.
This sheet would also be used to fill slot 2 in Universe Edition booster packs, thus why the rarity levels are labeled C2, U2, and R2 in the card lists.
One card, the T/B5 Vektrean Asteroid Outpost, actually appears on both this sheet and the Group 3 sheet. Thus it could appear in Boosters in either slot 2 or 3 and could appear in starters of any Empire as a terrain card.
Note that the depicted Print Sheets are just example layouts. I don't know what the actual card layout of these sheets were. In fact, the actual layout was likely more randomized to make it easier to pack boosters.
